Revitalizing Historic Neighborhoods in Kogane,
Matsudo-City and International District, Seattle

The area "Kogane" in Matsudo-city, used to be a post town in Edo Samurai age on the road from Edo (Tokyo) to Mito (Ibaraki Prefecture) from about 400 years ago. The main axis of the district is a shopping street continued from old post town age, but recently several shops were closed. Furthermore, features of the townscape were destroyed by ordinary real estate development. The first redevelopment project, the rail station square plaza with supermarket and high-rise buildings, triggered the economic crisis of the old shopping street. The second redevelopment project has been planned next to the first one, and it is obvious that the shopping street behind the high-rise buildings will decline further. While the second redevelopment project has been planned, a new initiative group was organized by several landowners of shopping street who had been looking for the alternative way of revitalizing the district. But the community of this area was too conservative to do new things. Therefore, thenew initiative group has tried several events with school children, such as exploring the area and finding historical resources. These activities were effective to involve the other residents and retailers outside the group. Originally, the new school curriculum of “Comprehensive Learning” was started in the primary school. Then, the activities to look for local identities have been heated involving community people. Historical resources that were found and recognized through these urban study programs have played a great role as a connector to the community stakeholders in reconstructing the local identity and showing the contested spatial image.
